Throughout the early to mid 20th century, Polish and Irish Americans were the dominant population in Elmwood. The residents became known for organizing around Catholic parishes.

Elmwood is known for the transformative measures it has gone through throughout the years. In 1985, Mayor Wilson Goode had to declare a state of emergency as white rioters protested outside of two homes in Elmwood.

The rioters had created "imminent danger of civil disturbance" as they protested the moving-in of an African American family and an interracial couple.

Between 1990 and 2000, Elmwood's population changed significantly as the white population decreased by 57.39% and the African-American population increased by 55.40%. The neighborhood has come a long way from 1985 as Vietnamese American refugees and West African immigrants join African Americans in making modern Elmwood a more racially diverse neighborhood.
